Port investigation.
Owen has now proposed
that he should be accompanied by member of
Institute of Civil Engineers named Duncan
Kennedy who is 58 years of age and has
recently returned from appointment as
Resident Engineer on construction of new
deep water berths at BEIRA. He has a long
experience of port engineering work. In the
circumstances it seems more appropriate to
term him Engineer Adviser to Owen rather
than as suggested in my telegram No. 293.
swfect to you appera It is proposed, to pay Kennedy fee
of 800 guineas in addition to free first
class passages and free transport and
accommodation in Hong Kong. Northcote
advises hotel accommodation at Victoria
rather than Kowloon. May I inform both
Owen and Kennedy that appropriate
arrangements will be made locally for them
in this matter and also in respect of office
accommodation.
In order to give opportunity to
interests in this country to represent their
case to Owen if they so desire it is
proposed to publish press notice in
following terms in press here on morning
of 6th August. Begins. Sir David Owen has
accepted an invitation from the Government
of Hong Kong to visit the Colony for the
purpose of advising upon the future
